This is a “Ner Tamid” Breslov Scented Candle. Lighting candles is a very strong way to connect to Tzaddikim and draw down illumination from their souls. Rebbe Nachman spoke about the Segulah of a Ner Tamid – an everlasting light, that should never burn out. It is the custom by many graves of Tzaddikim to have a large amount of olive oil always burning in memory of the holy Tzaddik that is buried there and this is definitely the case by the grave of Rabbeinu in Uman.
This candle is obviously not an everlasting one but not everyone can always have a real olive oil situation burning all the time. The words in Hebrew on the front translate roughly to: For the uplifting of the soul of Rebbe Nachman the son of Feiga and you can say these words every time you light it.
